About Baboucarr

Baboucarr Mbye Saidy is a Community and Child Rights Advocate who grew up in The Gambia, West Africa.  Baboucarr is a graduate of Global Political Studies and currently pursuing Masters in Political Science at York University. He joined local representation and advocacy to ensure a formidable wagon, with aptitude and credence, to share his world experience, training and thoughts to a guaranteed level playing field of endless opportunities. Kitchener is just the right fit for him.

Baboucarr co-facilitated the founding of a Jane-Finch youth organization called Youth United Re-integration Organization (YURO), served as the Program Director concentrating on Youth criminal Justice and rehabilitation. Currently sitting as the Chairman of the only Joint committee of the Canadian Gambian community in Canada for a 3rd year in a row, successfully implemented the first ever Gambian Cultural Week in 2024 with over 500 attendees, second (2025)with over 800 attendees and 2026 saw 1200 attendees . He also serves as SCOLAPS student representative to York University Senate Tenures and Promotion Committee between 2023 and 2024. 

Baboucarr served in 2018 Municipal elections as a Co-Campaign Manager for Mr Winston LaRose in Toronto, organise and campaigned for Hon. Member of House, Judy Sgro and Hon. Member of House Ahmed Hussen. He also taught at an interim note at Marshall McLuhan Catholic Secondary School in Toronto through a community program. He was also a member of the The Canadian Gambian Youth Development Association Mentor-Mentee program that exposed many young people including Kitchener youths to some scholarship opportunities, community service and learning materials (Laptops, chrome books and stationaries. Baboucarr also facilitated YURO symposium on Youth Incaceration and integration in 2019 where Ex convicts personally share their success stories after given a second chance. With funding from government through the Hon. Minister Micheal Tibollo, hosted a Youth Mental Health session with over 60 participants.

He is not a partisan politician but very passionate about discussions around Education, Community Development and global politics. His affiliation to the Harriet Tubman Institute York University as the Coordinator of the 2019 Black Students Summer School, Global Affairs Coordinator for ADYNA and the Gambian community in Canada, amplified his conviction to remain a reliable force for community empowerment. Baboucarr’s background is Global Politics, Education, Youth and Social work. His goal is to work for/with the Canadian government to bring sound policy to the grassroot that makes sense. The experience of working with international organizations like the Red Cross with well over 10 thousand volunteer-base, gave him an edge to drum beat critical issues surrounding the plight of people of African descent and overall community justice and liberation

Baboucarr’s background in leadership comes from his various undertakings in his home country of the Gambia and has played significantly in the communities in Canada particularly in the Kitchener Waterloo region . Baboucarr served in every level of the Gambia Red Cross governance structures since 1995 as a volunteer, making him an ideal institutional memory needed for a complete overhaul of the National First Aid Department by April 2012. Prior to joining the management of the Gambia Red Cross (GRCS) as the National First Aid and Emergencies Coordinator, Through the GRCS Community Based First Aid Project, Baboucarr trained hundreds of law enforcement agents including the Police and the military, government officials, UN staff, private & cooperate entities, Teachers, Students and local communities on Basic First Aid (Life support), International Humanitarian Law (IHL), Principles and ideals of the International Red Cross movement and basic emergency response, Disaster Risk Reduction Strategy. Launched the first ever GRCS First Aid Policy and Certification Database. Baboucarr is a key pioneer in the formation of a consortium of 19 youth organizations called NAYCO in the Gambia. The consortium engineered the advocacy around the review and enactment of the National Youth Act, Women’s Act and the Children’s Act. Baboucarr Served as Youth Coordinator, Child Protection Alliance, The Gambia’s first Inter-agency collaborative institution on child Protection with funding from Unicef and Save The Children. He was a classroom Teacher and School planner (Administrator)in The Gambia.

Baboucarr also served as the Gambia National Youth Parliament Speaker in 2011, President of The Gambia Technical Training Institute Students’ Union 2012 and The Gambia Students’ Union Public affairs/liaison. He Chaired the 2009 Health Commission of the 8th African Women Beijing +15 confab National organizing Committee in Banjul. He is a Youth expert and master facilitator in youth sexual and reproductive health advocacy trained in Ouagadougou and Dakar. At steering committees and Advocacy cohorts, Baboucarr had worked with other human rights organizations such as the African Centre for Democracy & Human Rights Studies and the Institute for Human Rights & Development in Africa, dabbing a strong human rights accolade. He was deployed by the American Red Cross at the Hurricane Sandy disaster recovery case management in NYC and New Jersey, USA in 2012/2013.
